Public Procurement
In accordance with the Regulation on the financial rules applicable to the general budget of the European Union (Regulation (EU, Euratom) No 2018/1046 (Financial Regulation)), the European Parliament is required to issue invitations to tender in order to purchase goods, services and works.
The various principles governing public procurement procedures include the principle of transparency, which necessitates adequate advance publicity when such procedures are launched.
1. Public procurement with publication of a contract notice
The information contained in this section concerns the public contracts of the European Parliament and is published in accordance with Points 3 and 4 of Annex I to the Financial Regulation and on the basis of Point 5 of Annex I to the Financial Regulation, which require a notice of publication to be published in the Official Journal of the European Union (OJ). Publication of information on this site is to be considered of an informal nature and does not replace the official publication in the OJ. The invitations to tender referred to in this section are published by means of contract notices published in the S series of the Official Journal of the European Union and can be consulted online in the TED database, which is updated daily on the internet.
Below the thresholds laid down in the Directive, contracts may be put out to tender among a limited number of suppliers selected following a call for expressions of interest. This section also includes calls for expressions of interest.

2. Contracts with a value exceeding EUR 15 000 but below the thresholds set by Directive 2014/24/EU, to be awarded by negotiated procedure
The information contained in this section concerns the public contracts of the European Parliament published in accordance with Point 3 of Annex I to the Financial Regulation.
This information refers to the main elements of the procurement procedure, including the deadline for submission of tenders and the relevant department to be contacted for any information required. The thresholds applicable under Directive 2014/24/EU as of 1 January 2022 are:
- EUR 140 000 for supply and service contracts
- EUR 5 382 000 for works contracts
