Regulation (EC) N°1049/2001 defines beneficiaries and scope of the right of access (Article 2), determines the exceptions applicable to the right of access (Article 4) and provides how to submit an application (Article 6). It also lays down the rules on the processing of the applications by the institutions.
In accordance with the third paragraph of Article 15(3) TFEU, Rule 122 of Parliament’s rules of procedure deals with public access to Parliament’s documents.
The Bureau decision of 28 November 2001 establishes the internal rules ensuring implementation of Regulation (EC) No 1049/2001 by the European Parliament. It defines the responsibilities for the monitoring of the recording of documents in the public register and the processing of applications for public access to the institution’s documents.
