Statement of the Bureau of the Euronest Parliamentary Assembly, Yerevan, 22 February 2022

22 February 2022, Yerevan, Armenia:
  • "The Bureau of the Euronest Parliamentary Assembly (Euronest PA), emphasizes the importance to respect the norms and principles of international law and sovereignty of the countries, and we reaffirm our strong commitment to the respect of all values at the core of the Eastern Partnership, namely democracy and the right to choose our own security arrangements, including treaties of alliance, all of which need to be upheld and strengthened, in the interest of the citizens that we represent.
  • We condemn in the strongest possible terms Russia's illegal recognition of the occupied areas of the Donetsk and Luhansk oblasts in Ukraine as independent which is a blatant violation of international law, of the territorial integrity of Ukraine, as well as of the Minsk agreements.
  • We support the swift adoption of severe economic and financial sanctions against the Russian Federation as announced by the EU, US and international partners. We call on our governments in the EU and the Eastern partner countries to react with unity, firmness and determination in solidarity with Ukraine.
  • We emphasise that the current threat of an unprecedented military aggression against Ukraine by the Russian Federation is not only a threat to the security of Ukraine, but also to its democratic and economic development, to the rules-based international order and to the principles and mechanisms of security and cooperation in Europe. We also recall that Russia's annexation and illegal occupation of the parts of territories of Georgia, as well as the unresolved conflict in the Transnistrian region of the Republic of Moldova pose a serious threat to the region and Europe as a whole. [...]"

Euronest Parliamentary Assembly Bureau meeting and Joint meetings of the Standing Committees, Yerevan, Armenia, 21-22 February 2022

Yerevan, Armenia, 21-22 February 2022 - The Euronest Parliamentary Assembly convened for a Bureau meeting and two joint meetings of the Standing Committees in Yerevan, Armenia, from 21 to 22 February 2022.

The Bureau of the Euronest Parliamentary Assembly met in camera on 21 February 2022. The meeting was not open to the public and was not webstreamed.

The Euronest Parliamentary Assembly Standing Committees met jointly in two sessions, as follows:
Joint meeting of the Committee on Political Affairs, Human Rights and Democracy and of the Committee on Energy Security (*publicly webstreamed)
Joint meeting of the Committee on Economic Integration, Legal Approximation and Convergence with EU Policies and of the Committee on Social Affairs, Employment, Education, Culture and Civil Society (*publicly webstreamed)

Press Statement by the Euronest PA Co-Presidents; Andrius KUBILIUS and Maka BOTCHORISHVILI on the occasion of the Eastern Partnership Summit held on 15 December 2021 in Brussels, Belgium

Brussels, 10 December, 2021 - The Bureau adopted a message addressed to participants of the upcoming Eastern Partnership Summit. After the adoption of the message, the Co-Presidents issued the following statement:

The bureau proposes to pursue a clear EU policy of accelerated integration of the Eastern partnership countries into the EU Single Market (...).

On the occasion of the Eastern Partnership Summit held on 15 December 2021 in Brussels, Belgium;

The Euronest PA Bureau addressed the following message to the Heads of State and Government, in accordance with Article 18 of the Rules of Procedure of the Euronest PA.

Ninth Ordinary Session of the Euronest Parliamentary Assembly

The Ninth Ordinary Session of the Euronest Parliamentary Assembly took place in a semi-remote mode in Brussels, Belgium on 19-20 April 2021

On the occasion of the Video Teleconference of the Leaders of the Eastern Partnership to be held on 18 June 2020,

The Euronest PA Bureau addresses the following message to the Heads of State and Government, in accordance with Article 18 of the Rules of Procedure of the Euronest Parliamentary Assembly.

Statement of the Euronest Parliamentary Assembly on the release of Dr Vazha Gaprindashvili

Statement of the EURONEST Parliamentary Assembly

on the release of Dr. Vazha Gaprindashvili

9 December, 2019

The EURONEST Parliamentary Assembly,
  1. Calls for the immediate release of Dr. Vazha Gaprindashvili, a well-known Georgian physician and president of the Association of Orthopedists and Traumatologists of Georgia, who was sentenced by the de facto authorities in Georgia's Tskhinvali region on November 15 to two months of pretrial detention;

  2. Condemns the unlawful detention of the doctor by the de-facto authorities and calls for all charges against him to be dropped and to ensure unhindered access to the region in line with international humanitarian law;

  3. Urges the international community to use necessary peaceful means to achieve the release of doctor Vazha Gaprindashvili in the occupied Tskhinvali region;

  4. Reiterates its full support for the sovereignty and territorial integrity of Georgia within its internationally recognized borders.

  • Co-President Harms issued the following statement:

    "The Eastern Partnership Summit was a good opportunity to mark the EU and Eastern Partners' renewed commitment for the way ahead. Stimulated by the association agreements and other new partnership agreements with the European Union, some of our Eastern Partner countries have made remarkable progress on the way of European integration, but we are also facing stumbling blocks and barriers.

    "The path forward towards rule of law and democracy is neither a short nor a straightforward one. The EU has gained worthwhile experience in supporting the fight against corruption, the establishment of stable institutions and independent judiciary.

    "Based on the principles of differentiation and inclusiveness, the EU and Eastern Partners should make an effort to make the implementation of reforms smoother and sustainable. There are ambitious aspirations and there is a strong demand for a clear political perspective towards European integration, which we have to support.

    "The numerous unresolved conflicts in the region should be tackled via additional mediation efforts and initiatives, also with the participation of the EU. This is a request coming from the people and we have, as EU, tremendous responsibilities in terms of security on our continent."

"Today, we had the honour, in our capacity as Co-Presidents of the Euronest Parliamentary Assembly, to address the Foreign Affairs Ministerial Meeting that marked the 10th anniversary of the Eastern Partnership.
Launched in May 2009 as a common endeavour of the EU Member States, the EU Institutions and the Eastern Neighbours, the Eastern Partnership has been founded on our common values and mutual interest, in a spirit of shared ownership and responsibility, to bring tangible benefits to our citizens across the continent. We now boast a decade of joint achievements, and look forward to the further deepening and strengthening of these relations. ...."

The Euronest Parliamentary Assembly (Euronest PA)

The Euronest PA was established on 3 May 2011 in Brussels, when the Presidents (or their representatives) of the Armenian, Azerbaijani, Georgian, Moldovan, Ukrainian and European Parliaments signed the Assembly's Constitutive Act.


The mission of the Euronest Parliamentary Assembly is to promote the conditions necessary to accelerate political association and further economic integration between the European Union and the Eastern European Partners, as well as to strengthen cooperation within the region and between the region and the EU. The multi-lateral Assembly contributes to strengthening, developing and making visible the Eastern Partnership.


Euronest increases parliaments' collective leverage over topics involving citizens and people-to-people contacts: mobility, business opportunities, education, science and culture.


The number of cross border issues between the EU and its Eastern Partners has grown; they now include conflict resolution and security, trade, energy, climate changes, mobility of people. These issues require parliamentary debate and monitoring, complementing inter-governmental cooperation on the implementation of agreements between the EU and Eastern Partners.


Enabling parliaments to speak together and convey consensual messages helps to clarify political visions for the future, and to make current policies stronger and benefit the people represented.


The multi-lateral format of Euronest is particularly important, as it creates a common experience of democracy for MPs participating from countries in transition.
