The Cayman Islands is one of the British Overseas Territories which are well known for facilitating the establishment of offshore companies and thus facilitate the secrecy that enables tax evasion and concealing the beneficiaries of illicit flows.

The FISC Subcommittee held an exchange of views with Ms. Lyudmila Petkova, Chair of the Code of Conduct Group on the reform of the Code of Conduct Group criteria and process on 19 April 2021. The discussion came in context of calls for reform from both the Commission and the European Parliament, most recently in its resolution of 21 January 2021 on reforming the EU list of tax havens, spurred by developments in tax matters since the establishment of the CoC in 1997.
On 23 March 2021, the FISC subcommittee held an exchange views with Margrethe Vestager, Executive Vice President of the European Commission in charge of Europe Fit for the Digital Age, and Commissioner for Competition, on digital taxation and state aid in the tax area.
