On 15 June, ENVI held an exchange of views with the European Scientific Advisory Board on Climate Change (ESABCC), an independent body providing the EU with scientific knowledge, expertise and advice relating to climate change, ahead of the Commission’s proposal for a 2040 climate target expected in early 2024.

The Chair of the ESABCC, Prof Ottmar Edenhofer, will present recommendations and provide an overview of its recently published advice and scientific estimates for the target that features an indicative range of emission pathways for the EU.

The European Climate Law requires the Commission to submit next year a proposal for an intermediate Union-wide target with a view to achieving climate neutrality by 2050, alongside a report on the projected greenhouse gas budget for 2030-2050. Setting an interim target is crucial in signalling to domestic and international stakeholders and providing certainty and predictability for steering investment decisions. This is also in line with the Paris agreement that calls for a regular update of parties' nationally determined contributions to increase collective global climate ambition.
